On occasions a particular use does not constitute a breach of planning control and permission is not, therefore, always necessary.
Once it is established consent is required, applications are prepared, monitored and negotiated with the Local Planning Authorities in an attempt to gain approval at the application stage and thus avoid the necessity of an appeal to the Secretary of State for the Environment.
The knowledge and correct interpretation of both relevant planning policy and Government guidance are essential if the best advice is to be given concerning a particular situation.
The high quality of professional expertise and experience available within the practice ensures that any problem is given the necessary policy consideration relating to both Local and National Government policies and guidelines.
Preparing and presenting expert evidence at appeals is a specialist service for which the practice is eminently suited.
Whether issues concern straightforward appeals under Section 78 and 79 of the Town & Country Planning Act 1990, or the more involved and contentious enforcement appeals under Sections 174 and 175 of the acts.
All method of appeal are undertaken by the practice, i.e. Appeals by written submissions or before inspectors at Hearings or Public Inquiries.

Particular specialist advice is frequently sought from clients in connection with the conversion of redundant agricultural buildings and the removal of occupancy conditions, where a detailed knowledge of the relevant planning policies and procedures is essential.
Studies and appraisals are also conducted by the firm to establish the development potential of particular sites or areas in terms of the liklihood of obtaining planning permission for alternative uses. This excercise is necessary when advising clients who may wish to consider the development potential of their land during the course of the forumation of Distict Local Plans or County Structure Plans. i.e. when decisions are made regarding the allocation of land for certain uses for the duration of the plan.
Environmental Assessments, now a statutory obligation in respect of certain proposals requiring planning permission, are prepared by the practice, a member consultancy of the Institute of Environmental Assessment- the international regulatory body for consultancies specialising in this field.
Graham Lea was educated at Seaford College, Petworth, and the Polytechnic of the South Bank, London. He later gained practical experience working for a long period in London for eminent private consultancies of national and internation repute.
